Standards context: IEC 61400-1:2019 — design requirements for wind-turbine structural integrity, which is where a blade-to-tower clearance requirement originates; the permissible value belongs to the turbine's own design documentation. See also Helming et al., Wind Energy Science 8, 421 (2023) — an open-access study measuring tower–blade tip clearance on a 3.4 MW turbine by laser scanning, useful for what a clearance measurement has to resolve on a moving target. This is the published requirement the measurement serves.
